*GENERAL SUMMARY* The Clerk position is under the direction and supervision of the Administrator and is responsible for election administration, licenses, permits, meeting agendas, minutes, meeting packets, records management, routine clerical work and general customer service.

* Provide assistance to the Village Board, Plan Commission, Board of Review, Finance Committee, Lakefront and Harbor Committee, Park Commission, Public Works Committee, and Zoning Board of Appeals in meeting management; assemble information packets, prepare agendas, publish and post agendas and meeting notices, and record actions/motions made at meetings and appropriately codify these actions; follow up on action taken including letters to applicants, issuance of licenses and permits, etc.
* Draft resolutions and ordinances, public hearing notices, publications, and send mailings.
* Perform all election duties as Election Administrator as required by Wisconsin Statutes; keep and maintain all election records and all property used in conjunction with administering elections.
Participate in post-election reporting.
* Process applications for permits and licenses issued by the Village in accordance with applicable state statute or Village ordinance.
Maintain a record of the licenses issued.
Prepare and publish notices of licenses or permits whenever required by state statute and file state reports.
* Process requests for reservations of park shelters and park facilities.
* Acts as records custodian; manages records and retention and responds to open records requests.
* Create and update information on the Village website including calendar of events and other public media as determined by the Village Board.
* Assist with annual audit preparation.
* Administer oaths for public office.
* Assist the public by providing excellent customer service at the front counter and over the phone.
Refer general inquiries to the appropriate department or agency, as necessary.
*OTHER EXAMPLES OF WORK* * Sell parking passes, beach tags, seasonal boat launch passes, dog licenses, and Fontana wear.
* Backup for water and sewer utilities, invoicing, billings, delinquent accounts, account adjustments and administer new accounts in accordance with the public service commission and Village ordinances.
* Process and respond to title company requests such as special assessment letters.
* Open and sort mail.
* Acts as back-up in the absence of the Village Treasurer.
* Perform other duties as assigned by Village Administrator, Village Board, or as required by law, ordinance, or Policy Manual.
*JOB SPECIFICATIONS* * Completion of high school (or G.
E.
D), supplemented by college/technical courses, preferably bachelor’s degree, and at least three years of office/secretarial/administrative assistant experience preferably in a municipal setting.
* Certification or ability to gain certification from the Wisconsin Municipal Clerk’s Association (CMC) or International Institute of Municipal Clerks (IIMC).
* Must be detail oriented, demonstrate core administrative skills, and have a working knowledge of office practices, including the ability to keep clear and concise records and to apply ordinances, rules, and regulations.
* Working knowledge of a variety of computer software programs including word processing, excel, utility system, email system, and website administration.
* Knowledge of various office equipment including computer, fax, copy machine, video duplication systems, phone, email, and electronic recording devices.
* Proficient in math and accounting skills, accounts payable and receivable, and balancing and budgeting of funds.
* Ability to maintain effective accounting/bookkeeping procedures, ability to carry out assigned projects to their completion, must possess effective verbal and written communication skills; and the ability to establish and maintain effective working relationships with employees and the public.
Exceptional customer relation skills are essential.
* Excellent typing, spelling, filing, reception, organizational and general office skills.
Exceptional reading, writing, and verbal skills.
* Ability to make decisions in accordance with laws, regulations, ordinances, and established procedures.
* A comprehensive knowledge of the election laws and election process.
* Working knowledge of governmental accounting principles and practices.

*ADDITIONAL INFORMATION* * The work schedule is normally 40 hours per week but may alter in the event of workload, administrative obligations, or work in progress.
Work schedule varies and requires attendance at several night meetings per month.
Includes meeting research, preparation, and set-up.
* This position requires attendance at evening board and committee meetings.
* This position requires seasonal rotating Saturday hours during spring and summer months.
